The reporter learned from the Ministry of Agriculture's press office that in order to implement the "Grassland Law of the People's Republic of China" and follow the guidelines outlined in the State Council's circular on strengthening land regulation and control, the government has intensified its efforts to protect basic grasslands. Recently, the Ministry issued a notice emphasizing the urgent need to delineate basic grasslands, implement targeted protection measures, and enhance overall grassland conservation and development.
The circular highlights the importance of recognizing the critical role of basic grasslands in maintaining ecological balance and supporting sustainable agriculture. Local governments are urged to fully understand this significance, strictly comply with relevant laws, and select representative counties based on regional conditions for pilot programs. Provinces with extensive grassland areas must designate at least three pilot counties, while other regions should have at least one. These pilots will serve as a foundation for expanding the demarcation of protected grasslands across the country.
The notice also outlines key principles for establishing a basic grassland protection system. It emphasizes the need to prioritize ecological goals, ensure legal management, enforce strict protection, focus on key developments, and promote rational use. The total area of basic grasslands must remain stable, their quality must not deteriorate, and their designated use must not be altered. Additionally, local governments are required to take responsibility for the protection of these areas, implementing a clear leadership and accountability system.
Specific requirements for demarcation have been set, with each region needing to designate more than 80% of its total grassland area as basic grasslands. Provincial governments will approve the exact figures and submit them to the Ministry of Agriculture for record-keeping. Once the boundaries are established, county-level governments will announce the results and install protective signs. Grassland administrative departments are encouraged to coordinate closely with other agencies, develop comprehensive implementation plans, and accelerate the process of delimiting these vital areas.
The circular further stresses the need for strong leadership in protecting basic grasslands. It urges local governments to prioritize this issue, raise awareness, clarify responsibilities, and ensure effective execution. Funding for the demarcation and protection of basic grasslands should be included in the financial budgets of county-level and higher governments. These funds should be used exclusively for this purpose. The protection of basic grasslands must be treated with the same seriousness as that of basic farmland. Any unauthorized changes to their use or purpose are strictly prohibited. Activities such as afforestation, fish farming, or any other practices that harm the grasslands are forbidden. Furthermore, it is illegal to convert natural vegetation into artificial grasslands or feed bases on unsuitable land. All parties involved must fulfill their duties in demarcating and monitoring basic grasslands effectively.
