On March 8, according to overseas media reports, Mexican Senator Ruben Camarillo announced on March 6 that the ruling Conservative Party is preparing to unveil a proposal aimed at enabling Pemex, Mexico’s state-owned oil giant, to explore and develop deep-water oil reserves in the Gulf of Mexico. This initiative comes as part of broader energy reform efforts, though it will be distinct from other potential reforms proposed by President Calderon or the Senate Energy Committee.
Speaking to reporters at El Universal, Camarillo emphasized that the new bill would focus specifically on addressing the challenges of deep-water exploration. He noted that Pemex is looking to offset declining production from its aging Cantarell oil fields by tapping into new, deeper reserves. However, the company currently lacks the technical expertise required for deep-sea operations.
Industry experts point out that existing Mexican laws have historically limited private sector involvement in deep-water oil and gas projects, making it difficult for Pemex to collaborate with external partners. Camarillo, who previously served as Secretary of the Senate Energy Committee, highlighted the importance of this reform, stating, “The reform we will propose will involve how we can solve this deep-water problem and how we can access new oil and gas reservoirs located between 2,000 and 2,500 meters below the surface.â€
Despite the need for legislative changes, some opposition legislators have resisted any modifications to current laws, arguing against allowing Pemex to expand into deep-water areas. Analysts believe these legal barriers must be lifted if Mexico is to fully exploit its offshore oil potential. However, given the political landscape, Calderon’s party faces significant challenges in securing enough support to pass such reforms.
