The motor system is an important industrial energy-consuming device, with an annual power consumption of 1.2 trillion kWh. At a recent seminar on energy-saving technologies for electrical systems, Li Aixian, vice president of the China National Institute of Standardization, stated that the electrical power consumption of China's electrical systems accounts for about 60% of China's total industrial electricity consumption, but the average motor efficiency is 3 to 5 lower than that of developed countries. Zhang Xin stated that "the energy saving potential of China's compressors is between 10% and 50%, the energy saving potential of pumps is between 20% and 40%, and the fan system has the largest potential for saving electricity, at 20% to 60%." According to calculations, if we increase the efficiency of all electric motors by 5%, we can save 76.5 billion kwh of electricity throughout the year. This figure is close to the annual power generation of the Three Gorges.

Although the energy saving potential of the motor system is huge, most users lack understanding of the economic benefits of energy conservation in the motor system, or the user realizes its great potential, but they do not have the ability to carry out energy-saving work. China Energy Conservation Association Energy Conservation Service Industry Committee Secretary-General Zhao Ming said.

To promote the implementation of the energy-saving work of the motor system, the China National Institute of Standardization applied for the “China's Motor System Energy Saving Challenge Project” to the European SWITCHAsia. This project is the only one of the first batch of winning projects of SWITCHAisa in 2008 that is the main application unit of China.

The China Motor System Energy Saving Challenge Project has established a nationwide energy saving information platform for motor systems, which has promoted the exchange and cooperation between motor system users, energy conservation service companies (ESCOs), motor manufacturers and energy conservation management departments. Over the past three years since the project was implemented, 1,700 units have participated in the project activities. The project has successfully promoted the energy-saving renovation of 400 motor systems, saving more than 400,000 tons of standard coal annually for the country and reducing CO2 emissions by about 1 million tons annually. At the same time, the project made full use of and played the role of the market-based energy management mechanism, built bridges for energy-using companies and energy-saving service companies, greatly reduced the capital and technical risks of energy-saving units for energy-using units, and fully mobilized energy-saving units for energy-using units. Standards and other basic work have yet to be consolidated; high-efficiency, general-purpose, and specialized equipment are yet to be developed; reasonable matching and operating efficiency of the motor system needs to be improved; third-party energy conservation service teams need to be strengthened; and the policy mechanism needs to be improved.”

Zhang Xin also pointed out in his subsequent speeches that China’s motor system is lagging behind in energy-saving technologies, and the efficiency of the motor system is low, and the current market for high-efficiency motors is small. Although many domestic companies produce high-efficiency motors, their market accounts for only 10% to 15% of the entire motor market. Of these 10% to 15%, a significant portion is for export. According to the "research report on the industrialization methods and countermeasures of motor speed control technology," the end of last year, China's high-efficiency motor market share was less than 3%.

On the basis of the “Eleventh Five-Year Plan”, the “12th Five-Year” motor energy-saving work will be further developed.

The “12th Five-Year Plan” comprehensive energy-saving and emission-reduction work plan indicates that in the next five years, it will be necessary to achieve a national energy consumption reduction of 16% of GDP and save 670 million tons of standard coal. As a key project for energy conservation and emission reduction, the operating efficiency of the motor system must be increased by 2 to 3 percentage points.

In March of this year, the Ministry of Finance and the National Development and Reform Commission jointly issued the "Notice on Printing and Implementing Implementation Regulations for High-Efficiency Motors for Energy-Saving Products and Huimin Project", and promoted high-efficiency motors by increasing financial subsidies. This year, the national promotion task for high-efficiency motors is 31.77 million kilowatts, accounting for about 30% of the total domestic motor sales.

According to relevant sources, the high growth rate of high-efficiency motors in the next five years is an inevitable event. It is conservatively estimated that the average annual growth rate is above 70%.

The high-speed growth of high-efficiency motors is at the cost of crowding out the ordinary motor market and has a profound impact on the industry. It is expected that the production and sales volume of ordinary motors will start to grow negatively from 2013, and their market share will be less than 30% by 2015. It is possible to exclude the possibility that ordinary motors will be completely eliminated from the market driven by policies.
