The chemical industry has emerged as a key player in the national effort to reduce emissions, according to Zhou Shengxian, head of the State Environmental Protection Administration. At the National River Pollution Prevention and Control Conference held on the 14th, he announced that for the first time this year, total emissions of the two major pollutants—sulfur dioxide and chemical oxygen demand—decreased during the first three quarters. Sulfur dioxide emissions dropped by 1.81% year-on-year, while chemical oxygen demand fell by 0.28%. Notably, the petroleum and chemical industries contributed significantly to these nationwide emission reductions.
Zhou emphasized that this positive trend reflects the growing effectiveness of environmental protection measures across the country. He highlighted three main approaches: project-based emission reduction, structural adjustment, and energy conservation. Key industrial pollution control projects have been steadily implemented, with over 1,700 enterprises taking steps to improve wastewater treatment. In terms of structural adjustments, more than 9.03 million kilowatts of small thermal power units were shut down, along with 5.6 million tons of outdated coking capacity and 350,000 tons of obsolete alcohol production. Additionally, 1.7 million tons of outdated papermaking capacity was eliminated, and 500 paper mills that failed to meet emission standards were ordered to halt operations or undergo rectification.
Energy conservation and emission reduction efforts also accelerated, with new policies in areas such as pricing, finance, and trade being introduced. By the end of September, the National Environmental Protection Special Action Inspection Company conducted 690,000 inspections, dealt with over 10,000 illegal cases, and held 429 individuals accountable for environmental violations.
In an exclusive interview, Zhou Xianhui, director of the Environmental Protection Office at the China Petroleum and Chemical Industry Association, noted that the chemical industry is responsible for the highest volume of industrial wastewater and the fourth-highest level of industrial exhaust emissions nationwide. As a result, it plays a critical role in the nation’s pollution control efforts. Since the start of the year, the association has prioritized implementing central government environmental policies. Two industry-wide meetings were held in June and September to promote environmental protection and emission reduction strategies.
In high-emission sectors like nitrogen fertilizer, soda ash, caustic soda, calcium carbide, and yellow phosphorus, several heavily polluting companies were shut down. The association also conducted a comprehensive survey of pollution sources in key river basins, helped close non-compliant discharge outlets, and promoted clean production practices. It also developed and introduced new technologies for pollution control and emission reduction, contributing significantly to the achievement of the national "double-decline" targets.
