Excerpts from the ChicagoTribune.com: The village of Lake Zurich is re-evaluating its fire department's structure and operations with a focus on efficiency. On February 17, Joe Pozzo, a project manager from the International City/County Management Association’s Center for Public Safety Management (ICMA-CPSM), presented the results of an operational review commissioned by the Village Board. The analysis aimed to offer an objective assessment of the services provided by the Lake Zurich Fire Rescue Department. According to the executive summary, the goal was to ensure that the department continues to deliver high-quality service while operating as efficiently as possible. Overall, CPSM recommended maintaining the current levels of administrative staff, as well as command and operational personnel. Pozzo praised the department, stating, “You have a very good fire department — and I don’t say that every time I do a presentation. I make that judgment because of the way they currently staff and deploy.†For several years, officials had been interested in reviewing both the police and fire departments to identify areas where the fire department could improve its efficiency. Between 2010 and 2014, due to financial constraints, the village reduced its full-time workforce by 19 positions. The board wanted to determine if similar cuts were necessary in the fire and police departments. To minimize costs, the village opted to conduct a separate review of the fire department, while Police Chief Steve Husak conducted his own analysis of the police department. The fire department's review cost $50,000. In addition to staffing, CPSM examined how the fire department managed and paid for overtime. They found that firefighters might be receiving time-and-a-half pay more frequently than allowed under the Fair Labor Standards Act (FLSA). Currently, the average workweek for firefighters is 56 hours, or up to 216 hours over a 27-day cycle. However, the FLSA limits non-overtime hours to 53 per week, or 204 hours over the same period. Pozzo suggested that leave time or unproductive hours could be subtracted from scheduled hours to reduce overtime liability. He encouraged the village and the fire department to revisit their overtime policies to achieve greater efficiency. “If you can avoid spending on overtime, those funds can be redirected to other areas,†Pozzo said. “It’s something worth looking into.†Other potential improvements included reducing the amount of time spent at hospitals during ambulance transports, expanding performance metrics for employees, and consolidating two of the four fire stations—Station 1 at 321 S.
